Message from the Mayor
We had a chilly but beautiful week, celebrating Earth Day and Arbor Day. Earlier today, along with Councilwoman Hausmann, members of the Environmental Commission and Chief Federici, Arbor Day was celebrated with the NPS 3rd graders. The children planted flowers and were given a sapling and gift bag.

I attended the annual Bergen JIF Safety Kickoff Breakfast where Norwood received a gold level award for our safety imitative programs. Mayors and Administrators from all over the county took part in the awards ceremony.

Department of Public Works
Grass and brush collection has begun. Please use paper yard waste bags or put your grass in plastic barrels. Collection will take place every Monday.

Recreation
Registration for the summer basketball program will be opening in early May. Please follow the Norwood Recreation Facebook page, as well as the Borough website and official Facebook pages, for more information.

Registration for the Northern Valley Jr. Knights football and cheer program is now open. The registration link is below and can also be found on the Borough website and official Facebook pages.

Message from the Mayor

With this beautiful weather upon us, there’s no better time to get outside and enjoy everything our wonderful community has to offer. Whether you’re taking a stroll through our walkable downtown, spending time with family at our new playground, or getting active on the basketball and pickleball courts, there’s something here for everyone.

Our baseball and softball fields are alive with energy, and for those looking for a quieter moment, our peaceful pond area offers the perfect place to relax and recharge.

Norwood is truly a special place where neighbors connect, families thrive, and every day brings a new opportunity to enjoy the outdoors. I encourage everyone to get out, explore, and take full advantage of all that makes our town so great.


Mayor and Council Meeting
* The 2026 Municipal Budget was introduced. The public hearing will be held during the May 13th meeting.
I began the meeting by thanking Councilman Brizzolara and Chris Battaglia for their hard work and many hours working on the budget. Our Borough auditor, Mr. Wielkotz, said this has been the worst year he has experienced, relative to budgets, in all the municipalities that he works with. Norwood is one of the few towns that was able to produce a reasonable budget. Our average tax increase is the lowest he has seen of all budgets he has been involved in this year. Our ratables are stagnant, especially compared to the last few years, and even with that we were still able to keep the tax increase at a reasonable level.
One of the biggest factors of the budget increase is the cost of health insurance. Last year we were able to provide another option to our employees that would not only benefit the Borough but also the employee. The majority of the employees moved to the new plan and the Borough saw a savings. This year, we were able to bring an even better option to the town with potential savings of another $200,000.00. The new plan, and savings, would take affect August 1, 2026. I am confident most, if not all, of the employees will be changing to the high deductible plan that will bring down health insurance costs tremendously.
It was so nice to see the governing body collaborating on the budget and showing unity in approving the introduction. There will be a public hearing of the budget at the May 13th Mayor and Council meeting.

* An engineering firm has been approved for the Broad Street bridge replacement project.

* There was a unanimous vote to approve incentives for the crossing guards. We appreciate the dedication of our crossing guards, whose daily efforts help to keep our children safe as they travel to and from school.

* A bench engraving application was approved for a Norwood family. If you would like to have a personalized bench placed in town, the application can be found on the Borough website or in the Clerk’s office.

* During the improvements to the Meadow Lane drainage, an issue was discovered. The governing body voted to award a contract for the additional work. This will be paid from the capital account designated for this project.

* During Committee Reports it was noted that the reassessment is complete and anyone who would like to appeal can file an application with the Bergen County Board of Taxation.

* Our new Pierce fire truck responded to its first call.

* Longtime DPW employee Tom Quinn has retired. I thank him for his service and wish him the best of luck in all his future endeavors.

*Chief Federici recognized the efforts of our two detectives, Det. Sgt. Duelfer and Det. Palazzola, on two arrests. The first involved a burglary at a self storage facility in town. After scouring surveillance videos and working with other agencies they were able to track down the suspect who is now in Suffolk County jail due to our charges. The second arrest came from our detectives working with the Bergen County Cyber Crimes Task Force. They were able to apprehend a suspect on child pornography charges. Both are first degree crimes which carry a prison sentence.

* We have formed a shared service agreement with Northvale to increase our senior bus service. The bus will soon run five days a week and will have set hours. We are currently looking to hire a part time van driver.

* We are currently accepting bids for the solid waste contract. Bids must be brought to the Clerk’s office no later than June 9th at 11am.

* During public comment two households spoke regarding the tree ordinance. We have complied with the requirement to submit a tree ordinance to the state for review and acceptance. As we have not yet heard back from the state our Borough Attorney was instructed to contact them for an update. The state has responded with comments that will be an item for discussion at our next meeting.

Environmental Commission Meeting
The Environmental Commission will be welcoming spring with two upcoming events. On Sunday, April 19th, the Commission will lead a hike through the Boy Scout Camp. The hike will leave from Ruckman and Anderson Road in Closter at 10:30am. There will be a community garden cleanup event held on Saturday, April 25th, at 10:30am.
Department of Public Works
Grass and brush collection has begun. Please use paper yard waste bags or put your grass in plastic barrels. Collection will take place every Monday.

Registration for the summer basketball program will be opening in early May. Please follow the Norwood Recreation Facebook page, as well as the Borough website and official Facebook pages, for more information.

Message from the Mayor
On Wednesday night the Planning Board voted to approve a subdivision located at the corner of Tappan Road and Broadway. This project represents a carefully planned and controlled development consisting of three single-family homes. This marks the first subdivision of three or more lots approved in our community since the Jones Estate in January 2016. The project will replace a dilapidated structure currently on the property and significantly improve the overall appearance of the area. Importantly, the design of this development has been thoughtfully considered to ensure it remains consistent with the character of the surrounding neighborhood and conforms with our Master Plan. The result will be a clean, attractive, and well-integrated addition to our community. I appreciate the Planning Board’s diligence in reviewing this application and ensuring that growth in our town continues in a responsible and respectful manner.

I extend warm wishes to all who celebrate Passover and Easter. May this season of renewal and reflection bring peace, joy, and togetherness to you and your loved ones.

Fire Co. No. 1 held their annual Easter egg hunt this past Sunday. There was a great turnout for all age groups. Thank you to Norwood Fire Co. No. 1 for once again generously donating your time and candy for this event.

Our annual shredding event is scheduled for May 30th, from 9am to 1pm, in the DPW parking lot. This is a great time to safely and securely dispose of papers you no longer need.

Congratulations to the boys 5th/6th grade soccer team for winning the championship game to become the Northern Valley Soccer League champs!

Message from the Mayor
I am proud to announce the launch of our new and improved official Borough website. This updated website is designed to better serve our residents by making it easier to find important information, access borough services, and stay informed about community news and events. The new website features a cleaner design and improved navigation. I encourage all residents to visit the website and explore the new features. Our goal is to continue improving communication and transparency while providing the highest level of service to our community.

Mayor and Council Meeting
* A contract has been awarded to 4 Clean Up for the Summit Street roadway improvements.
* All council members gave their committee reports and brought back information from the Boards, Committees, Commissions and various departments they are liaison too.
Department of Public Works
At this point in the year there is a possibility we could have a plowable snow event. There is no on-street parking when the plows are out clearing the roads. Please do not put any snow back into the street as this can create a hazardous condition.
Recreation
The Recreation Committee is looking to gage resident interest in joining a flag football league. The league would be for boys and girls in 1st through 8th grade. If your children are interested in playing flag football please email the Recreation Committee Secretary at Lvolpitta@norwoodboro.org.

Do you have a talent that you would like to share with the members of the community or a topic you are well versed in that you would like to give a presentation on? The Recreation Committee is looking for volunteers to teach a class or give presentations to Norwood residents. If you would like to volunteer your time please email the Recreation Committee Secretary at Lvolpitta@norwoodboro.org with your idea.


Registration is now open for Northern Valley Lacrosse and also for a two day basketball camp at NVOT.

The Northern Valley Adult Softball League registration is now open. This is a co-ed slow pitch softball league for those over 30 years old.

Mayor James Barsa’s Week in Review

Message from the Mayor

I am very excited to share the news that our new Borough website is up and running! When you have a chance please visit www.norwoodboro.org to see the changes we have made. The new website is very user-friendly and has a lot of great features. We are also working on an app that will be coming in the very near future. I will update you on that as soon as it is available.


It is my pleasure to congratulate Eric Schuck on his appointment as the new Assistant Director of the Department of Public Works. In this role, Mr. Schuck will also serve as the CPWM license holder for the borough—a responsibility that reflects our full confidence in his professionalism, experience, and dedication.

Eric demonstrated exceptional leadership during the recent snowstorm, successfully managing the department and overseeing snow removal operations with efficiency.

I am confident that Eric will continue to excel in this new position and we are fortunate to have him on our team. I look forward to the positive impact he will continue to make.

Mayor and Council Meeting
* Public hearings were held on three affordable housing ordinances. The vote will be taken at the March 11th meeting.
* The governing body voted to approve going out to bid for engineering management services for the Broad Street Bridge project.

Planning Board Meeting
* The Planning Board voted to dismiss the appeal brought before the Board for the issuance of construction permits due to the appeal not being filed on a timely basis.

The Recreation Committee is looking to gage resident interest in joining a flag football league. The league would be for boys and girls in 1st through 8th grade. If your children are interested in playing flag football please email the Recreation Committee Secretary at Lvolpitta@norwoodboro.org.

Do you have a talent that you would like to share with the members of the community or a topic you are well versed in that you would like to give a presentation on? The Recreation Committee is looking for volunteers to teach a class or give presentations to Norwood residents. Registration is now open for Northern Valley Lacrosse and also for a two day basketball camp at NVOT.

The Northern Valley Adult Softball League registration is now open. This is a co-ed slow pitch softball league for those over 30 years old.

The Norwood Fire Department is in need of new members who would like to give back and serve their community. For more information, or to become a member, stop by the fire house on Tuesday nights at 7:30pm.

Our annual Blood Drive to support the American Red Cross is scheduled for Wednesday, July 23, from 1pm to 6pm. The Blood Drive will take place in the community center. Walk-in's are welcome but registration is preferred.
